Outlook is part of Microsoft Office.

Since what you are asking is an impossibility, I am going to assume that
you mean you want to USE MS Outlook instead of Outlook Express..... and if
that is the case... then I also assume you want to make Outlook the default
mail handling program. You can do that within Outlook (the Other tab), or
you can do it in IE/Tools/Internet Options/Programs - select "Microsoft
Outlook" in the "Mail" section...

The easiest way it to reinstall Outlook.

In Outlook (not Outlook Express) go to Tools|Options->Mail Delivery and
press the "Reconfigure Mail Support." When prompted select "Internet Mail
Only".

Then right click on the Start Menu and select Properties. There will be an
option there to change the E-mail option that shows in your Start Menu.
