I know this has been asked before - But is there anyway that I can finally,
and for good, get the settings to work that will mean that window sizes do
not keep changing?

For example - When I start the file explorer or recycle bin, the window size
and position changes every time, despite resizing and positioning and
closing with "file/exit". It is really annoying.
Is there a fix that will sort this permanently?
Help appreciated.

No, in fact this is by design. You could drag one Windows Explorer
window to almost full-screen size and then press CTRL while you close
this window. This will make Windows to save the window size and all
Explorer windows should open in this size now. The same can be done
for IE windows.
