I was able to do this at one time, but I'm not sure what
I did to make it work.

Set up the dual monitors with the laptop display as the primary and
extend the Windows desktop onto the monitor. Click on the "Advanced"
button on the Display Properties Settings tab. This brings up a dialog
box with many tabs. Select the Displays tab. On this tab, I was able
to set the monitor as the primary and the laptop display as the
secondary. My Dell has a program called ATI, which may be what is
allowing me to do this. Be careful when you are doing this. My first
attempt resulted in my setting the monitor as the primary display, but
not having the Windows desktop on it. As a result, I could not do
anything. In order to fix this I had to bring up the task manager
(Ctrl-Alt-Del) and start a new explorer process.
