Windows Installer 4.5, Stalled

My Windows Installer won't update, install, uninstall. Get message, the
Windows Installer service is unavailable, could be windows installer is
installed incorrectly. I no longer have Windows Installer 3.1 that I can
see. I see WI 4.5. Msconfig, Service tab, Windows Installer is "Stopped"
Tried to make it Run, message states that sometimes when a program has
nothing to do it stops. I just tried to Unregister and Regserver but when I
tested windows installer's operation, it failed. Can someone help. I don't
remember the Windows Installer update from 3.1 to 4.5 The problem is
probably inhouse, waiting for a hotfix.
