Flash Drive and Windows Explorer

In windows xp professional, how do I stop windows explorer from
opening a new window when I plug in the flash drive? The flash drive
has no files on it. Disabling autoplay has no effect.

The window that opens, does it give several choices, the last one is "Take
no action." If so, select it and check the box below on the window.

doing that by putting a .jpg file on the drive, and then the
instruction of "Take no action" for pictures worked, and the explorer
window did not open. Without the .jpg file on the drive, the
insruction to take no action is ignored and an explorer window opens.
However, I can't add a .jpg file to the U3 System drive because it is
a read-only drive and I can't find a way to be able to place a .jpg
file on the drive.
