I can even start BITS manually, but I still get the same message when
I try to do a windows update.
What do I try now?

So I skipped ahead and followed your instructions for reinstalling windows
update (and I had to use the /wuforce switch)
I tried doing an update right after the install completed but it still gave
me the same error.
Then I tried to register wuauserv.dll again and got the same message.

Everything said it succeeded when I did as suggested, but when I tried to do
a Windows update afterward it still gave me the same failure message about
files required. I even tried a reboot then tried windows update after the
reboot, but still the same thing.
I have reinstalled Windows Update from the link below but I still get
the same message at the Windows Update site. I have not created the
batch file as I have got a bit lost with the various replies on here,
particularly the 'net stop wuauserv' bit etc.
Could you please clarify the best way for me to proceed.
Is there anyone reading this who has managed to get Windows Update
working again?
