Cleared cookies, history, temporary files, restart IE, disabled Norton AV.
When I try accessing the site via the link in the control panel I get a
message that IE cannot display the page. When I ping update.microsoft.com
from the cmd line, I get 100% lost . When I typed in the numerical URL
65.55.27.220 I get the Windows Update page to open and in the main pane
titled "information" I get a list of self help options and the error code (in
the sub line of this inquiry) shows up in the upper RH corner. I have
disabled all add-ons to no avail. I re-enabled them and still no results.

I received this error as well with Win2k SP4 (fresh rebuild). I discovered I
wasn't on IE 6. I installed IE6, and updates where working again.
