how to install a Japanese locale for an English version NT 4.0

Hi,

I expected to find a 'Add' button in the Regional Setting applet in Control
Panel, but there is no such button there for you to install a new locale.

I believe the Japanese locale should appear in the drop-down list of the
Regional Setting page after a successful installation.

Can anyone help?
