Access Denied due to network settings

When attempting to use windows update, I get the message:

Access Denied

Network policy settings prevent you from using Windows
Update to download and install updates on your computer.

Any help in how to work around this would be appreciated.
My account is a member of the local Administrator group,
and I can't find any special settings for this in the
local security policy.

I have only seen this in OEM or modified IEAK distributions of IE. If this
is an OEM build, check in with your OEM.
