Licensing for Windows Server 2003

Hi,

How does the licensing for Windows server 2003 works?

I need to use the server for hosting my Visual Sourcesafe database. The same will be accessed by less than 25 users.

If I already have users with Windows XP and Windows 2000 OS on their desktops, do I need to buy user licenses along with the Windows 2003 server.
