BITS Error 2147942402 (0x80070002)

Win XP SP2

BITS set as "Automatic"

In event viewer: "The Background Intelligent Transfer Service service
terminated with service-specific error 2147942402 (0x80070002)."

From services.msc (trying to start BITS manually) the error is reported as
"service-specific error code -2147024894".

I've seen many other posts about various OTHER BITS error codes (and I
assume we all mean Background Intelligent Transfer Service) and have tried
some of the solutions for those different codes.

Thus far these have not worked:
-checked the log on tab in services.msc-this service is enabled for this
profile
-used "rd /q /s "%ALLUSERSPROFILE%\Application
Data\Microsoft\Network\Downloa­der""
-verified "Workstation" service is running
-following the advice of a poster, tried to find a download of BITS
http://www.microsoft.com/downloads/details.aspx?familyid=8c6ef6c8-2abf-43c7-&displaylang=en
but the file's not there anymore.

I also saw posts regarding BITS 2.0. I don't even know if that applies to
my situation, so I haven't tried that.

Thanks for the suggestion.

After doing more research, I downloaded the file and ran it, but, as I
suspected from what I read, that update won't install on my SP2 machine
since I have a "newer" version already.

Is there an unofficial uninstall of BITS that I should do first?

Try re-registering the Qmgr.dll and Qmgrprxy.dll BITS files.
1. Click Start, click Run, type regsvr32 qmgr.dll in the Open box, and then click OK.
2. Click OK.
3. Click Start, click Run, type regsvr32 qmgrprxy.dll in the Open box, and then click
OK.
4. Click OK.

Try WU again (you may need to reboot) first.

Also this was posted by "Paca" (but with a different error code).

"If your computer download an update, but there is not a error number check the view
installation history. you might get an error 80246008. If that is the case. you might
have an error 2147024891 after trying to the BIT

start/run: services.msc
double click on: Background Intelligent Transfer Service
change it to manual, and then click start ..if you get 2147024891 error..

DO THIS !!!!!!IT WORKED FOR ME!!!!

Delete the two files in:

C:\Documents and
Settings\AllUsers\ApplicationData\Microsoft\Network\Downloader

run the start in the Background Intelligent Transfer Service

and you will see the update windows running again :)"

These proposed solutions were ineffective for me as well.

Can qmgr.dll and qmgrprxy.dll be deleted (assume that dllcache should be
involved?) and then a reinstall of BITS be performed?

Note Paca's suggestion is the same as "rd /q /s

Have you checked here:

Make sure that the Remote Procedure Call Locator is not disabled:
Click Start, select Run and type in: services.msc
Locate " Remote Procedure Call (RPC) Locator".
If it is disabled, then right click on it, go to 'Properties', change to
'manual' and Apply.
Try starting Bits again

Did you actually see that decimal value some place?
For a while I thought that WU had switched to reporting unsigned
error codes and then decided I must have been imagining it.

That is exactly the same bit pattern when the high-order bit
is interpreted as a sign bit.

To see this using calc.exe, make sure you are in Scientific mode
(Alt-V,S); then assuming the mode is Decimal (press F6 if not),
copy and paste that (signed) string into the input box and press F5.
(If you don't copy the sign press F9 to give it one before pressing F5.)
If the hex mode is Qword instead of Dword press F2 to strip off the
superfluous high-order bits.

FWIW I think that that suggestion relies overly on an interpretation
of the example that which is usually given with it in MSDN documentation.
I have suggested to others that this could be interpreted as a problem
in the SoftwareDistribution folder, in which case doing some of the
subdirectory cleanup which is commonly advised there would help.
Results with the idea seem to be mixed.

Personally I would just try to get better diagnostics of the symptom.

I hope someone can offer a solution to this as I am having the EXACT
same problem. Windows Update stopped working and, having been in
contact with MS via email, found that the BITS service wasn't running.
When I try to restart BITS I get the exact same error message as
mentioned above.

I only found this thread by doing a google search for the error and
this thread was one of the only results.

I tried the suggested solutions on here but still can't start the
service.

If I get a solution that works from Microsoft I will post it on here
but they are taking so long to reply to my emails it may take some
time.

Anymore on this issue? I still cannot start the service.
I RPC supposeed to be a local or network system setting.
Seems I changed either that service or RPC Locator from
network to local and then do not know how to set it back
due to a missing file name. And what are those passwords
about under networkk settings?

Hello all,
Just so you don't feel you're alone, I have had the exact same problem for
the past 3-4 months. I've tried all the solutions recommended to no avail.
The bottom line appears to be that the BITs isn't running. RPC is running
but when I tell BITs to start I get the "server-specific error code
2147024891"
I have SP2 installed (and have had it installed for quite some time AND was
able to have WU automatically work before and after SP2 was installed).
I use spybot S&D to clean up my system.
I can't correlate my problem to any particular software install or update
(except maybe MS's firewall they released a few months ago)
Misery likes company but I hope we can all find a solution.

With these codes you have to pay attention to their sign.
I suspect that there is a minus sign in front of yours.
In that case it is equivalent to 80070005 in hex
and more explicitly that the 80070002 of the Subject
implies that you have a permissions problem
or some other serious configuration error
since it means "Access Denied"

Take a look through some recent threads which may have featured
MSFT or MVP involvement about this code. (I.e., try to filter in
as much as possible threads which are likely to have some suggestions
in them.)

I found a fix that works, well it did for me. Spent two months in
correspendance with Microsoft but none of their suggestions were
working. Then I had a little program recommended to me that I
reluctantly tried but after running it BITS had started up again and as
a result updates are working again, WOOHOO!

I don't want to post a direct link on here as its not my program to
post but if anyone would like to PM me I will happily send it to them.

You won't believe it - I got the darn thing working!!!
I kept searching and found this one post and followed it (what the heck, I
tried all the other ones). BTW: I am nominating the guy for a Nobel Prize.

Delete the downloader folder - that's it! (C:\documents and settings\all
users\application data\microsoft\network\downloader

BITS will recreate it when you start it up.
BAM! - It now works !! I have my new Windows updates installed in less
than 1 minute! Yipee!!

Woo Hoo! I too had the same problem with the BITS service failing to
start. I removed the downloader folder (C:\documents and settings\all
users\application data\microsoft\network\downloader)and started the
BITS service successfully!

Hello all,

If deleting the ..\downloader folder has not solved your problem try
this. It should do the trick.

1. Open a new text document on your desktop.
-right click on desktop
-point to new
-point to text document

2. Copy and paste the following entries into the text document.

regsvr32 oleaut32.dll
regsvr32 jscript.dll
regsvr32 vbscript.dll
regsvr32 msxml.dll
regsvr32 softpub.dll
regsvr32 wintrust.dll
regsvr32 initpki.dll
regsvr32 cryptdlg.dll

3. Save this file as a batch file.
-click on save as
-open the drop down box at the bottom to read save as file type: all
files
-name of file: BITS_fix.bat (the .bat is creating a batch file)

4. Run the BITS_fix.bat (double-click)

5. Now start BITS service. Should start fine and allow all updates.

Explanation: (I think this is what's happening)
-Removing an anti-virus program removes or corrupts initpki.dll.

Hopes this works for any frustrated users out there.

Thank you, David. I have struggled with this problem quite a while. Your
.bat solution worked. Norton Internet Security was uninstalled from my
laptop recently. If initpki.dll was corrupted, how does the bat file fix it?

Don,

I'm glad that worked for you. regsvr32 name.dll registers .dll's
(system files) that have become "unregistered" so to speak. Norton is
notorious for causing problems when it is uninstalled.

The .bat file re-registers all necessary .dll's to get BITS started
again and to fix any other .dll's that may also have been "corrupted".

Seems that these fixes aren't working for my Win 2k SP4. Haven't had
updates for months now with no fix in sight. Any otehr suggestions

Since you haven't done anything more than tack your "Me too!"
into this old much abused thread I suggest you start your own
new Subject and provide sufficient details that someone can
try to help you.

Since you have mentioned your OS (Thank you.)
Try searching in here for other posts about it.
There are some particular issues involving the W2Ksp4 Update Rollup.
See for example, the discovery by poster Dave Hawley that that update
may not do a good job a checking for pre-reqs. He found (using MBSA 1.2.1
but not MBSA 2.0) that he was missing MDAC 2.8 and a sufficiently
current level of XML 3.0 support.

classic example what a computer tech should be. There are some unnamed people
on this forum who just want to point out how people are not "helping
themselves" or "not posting the proper information when asking a question."
And that is why there are thousands of certified people out there, but only a
handful of qualified technicians. When more people start to understand that

been trying to find a fix that works and this did it, you seem right
about the initpki.dll as it was the only one that took a couple
minutes to reregister (what does the other dll's do?) also I don't use
Norton but I updated Kerio Firewall sometime, maybe that was it.

from Windows Update, from Microsoft Update, or from Windows Server Update Services

3. After you paste the above commands, please close the Notepad window.
Choose Yes
when you are prompted to save the file.
4. Click Start, Run, type:
C:\register.bat and press Enter to run the commands we have pasted.
The Process may take sometime.
After this restart your computer and try Windows Update.

This did not work. Its still coming up with the same error when trying to
start BITS.
Any other suggestions???

First, try reinstalling the BITS service. To do that follow the steps below:
1. Click Start, and then click Run
2. Type the following command then click OK:
%SystemRoot%\System32\rundll32.exe setupapi,InstallHinfSection
DefaultInstall 132 %SystemRoot%\inf\qmgr.inf
You might be prompted for Windows XP CD.

Also try downloading and install BITS from the link below:
An update package that includes BITS 2.0 and WinHTTP 5.1 is available for

Windows Server 2003, for Windows XP, and for Windows 2000

Then try manulay starting the service:
1. Click Start, click Run and copy the following command to the blank:
Reg add HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\BITS\Parameters
/v ServiceDll /t REG_EXPAND_SZ /d %windir%\System32\qmgr.dll
2. Press Enter.
3. Restart the computer and then try to access Windows Update.

If the issue persists, please click Start, click Run and copy the following:
Reg add HKLM\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup
Press Enter and restart the computer and then try to access Windows Update.

After that follow this steps:
1) Navigate to %systemdrive%\Documents and Settings\All Users\Application
Data\Microsoft\Network (May have to Show Hidden Files and Folders)
2) Rename the Downloader folder to Network.old
3) Re-register the following files by typing each command in a command
prompt:

regsvr32 msxml.dll
regsvr32 softpub.dll

Thank you. I have tried for months to get the BITS to 'start' and
automatically download my updates. I have tried so many things and
downloaded many programs. Nothing worked. Deleting the two files in this
folder worked!!
The Windows Defender will dowload updates now also! I cannot thank you
enough.

I´ve executed BITS_fix.bat, but thera are two error messages:
Couldn´t load "msxml.dll" and "initpki.dll" - both are missing.
Is there any chance to extract them from the original Vista-DVD ???
Where can I get these two dll´s frome else ???

hello
I have the same issue, same error code and neither the folder--delete method
nor the running of the .bat file [which all succeedde] has remedied.
this is windows 2000 pro sp4 ie6.3 on a dell optiplex, factory-installed os.
last successful update was about a year ago. I am helping a client and
feeling really intimidated by this one. I checked the setup info on BITS and
it all looks good - all of the required services that bits is dependent on
are verified and started.
active x is clean.

I am stumped
