Windows 7 x64 error 0x801901f6

I'm running Windows 7 x64 Enterprise, RTM version, and when I use Windows
Update to check for updates from our System Center Essentials server I get
error 80244021. The WindowsUpdate.log file shows "DownloadFileInternal
failed for https://sce.teamind.com:8531/selfupdate/wuident.cab: error
0x801901f6". I use group policy to configure the proxy settings to point to
our ISA Server 2006 server, but the 32-bit version of IE doesn't show the
proxy settings configured, but the 64-bit version of IE does show the correct
proxy settings.

Does Windows Update use the 32-bit IE proxy settings and that is causing my
errors in Windows Update?

My domain controllers are Windows 2003 R2 x86 servers, if that matters.

This MSKB only mentions XP but shows the 80244021 error:
You cannot download updates when you access the Windows Update Web site
from a Windows XP-based computer that is behind a firewall or a proxy server

As to 0x801901f6 - BG_E_HTTP_ERROR_502
HTTP status 502: The server, while acting as a gateway or proxy to
fulfill the request, received an invalid response from the upstream
server it accessed.
