Windows Update error 80070002
If you receive Windows Update error 80070002 while checking for updates, you
need to remove the temporary update files that Windows uses to identify
updates for your computer. To remove the temporary files, stop the Windows
Update service, delete the temporary update files, restart the Windows Update
service, and then try to check for Windows updates again.
To stop the Windows Update service
You must be logged on as an administrator to perform these steps.
Click to open Administrative Tools.
Double-click Services. If you are prompted for an administrator password or
confirmation, type the password or provide confirmation.
Right-click the Windows Update service, and then click Stop.
To delete temporary update files
Click to open Computer.
Double-click the local hard disk where Windows is installed, typically drive
C.
Double-click the Windows folder, and then double-click the
SoftwareDistribution folder.
Double-click the DataStore folder to open it, and then delete all files and
folders in the folder. If you are prompted for an administrator password or
confirmation, type the password or provide confirmation.
Click the Back button. In the SoftwareDistribution folder, double-click the
Download folder to open it, and then delete all files in the folder. If you
are prompted for an administrator password or confirmation, type the password
or provide confirmation.
To restart the Windows Update service
You must be logged on as an administrator to perform these steps.
Click to open Administrative Tools.
Double-click Services. If you are prompted for an administrator password or
confirmation, type the password or provide confirmation.
Right-click the Windows Update service, and then click Start.
If the problem persists after you have followed the steps above, see this
Knowledge Base article on the Microsoft Help and Support website or go to the
Windows Update Support Center website to request support by e‑mail.
Note
Deleting temporary update files will help solve the problem, but it will
also delete the history in Windows Update. You can still see which updates
are installed on your computer by going to Installed Updates:

I think maybe the download file is bad, and am going to wait a day and try
it again. The bummer is that the full record of my updates is now gone, and

Well, first of all let me just say that I am not a computer professional. However, I have had the same problem with my 32-Bit Windows Vista Home Premium (making Microsoft's statement null and void) and I have solved it! Here are the step by step instructions:
1) Go to the Start Menu.
2) Click on Computer.
3) Open up the drive where windows is installed (usually your C drive).
4) Open the Windows Folder.
5) Scroll down a bit and locate the SoftwareDistribution folder (exactly like that).
6) Open the Download folder.
7) Open the Install folder.
8) There sould only be one file there. Right click on it and select "Run as Administrator".
9) After entering an Administrator password, run the installation, using the default values and clicking yes at the license.
10) After the installation is complete (shouldn't take more than a few minutes), restart your computer (as an added precaution, though not necessary).
11) After the computer restarts again, run Windows Update again. It should run as normal. All fixed!

What I ended up doing to get around the Windows Update thing was copied the
update name, pasted into Google search, found the update, and then manually
installed the damn thing. It worked w/ no problems. Don't know if that helps.

The issue can be caused by a damaged .NET Framework component. At this time,
let's refer to the following steps to troubleshoot it:
Step 1: Remove .NET Framework 1.1 using Microsoft Windows Installer CleanUp
