Error may occur if the server is busy.

If the error continues consistently, you may be able to resolve the issue by installing
the latest version of Microsoft Windows Script. For information about how to download the
appropriate version of Windows Script 5.6 for your operating system, visit the following
Microsoft Web site:
http://www.microsoft.com/downloads/details.aspx?FamilyID=c717d943-7e4b-4622-86eb-95a22b832caa&DisplayLang=en

Also check your security software to make sure Script Blocking is not enabled.

That is equivalent to an HTTP 403 response to a request made by your browser.
Typically it means that you have something external (e.g. proxy server)
intercepting and blocking a request.

Describe your connectivity or try simplifying it and see if your symptoms
change.

Good luck
