Suggest you try this -

> Note ... start the Command Prompt program by right-clicking Command Prompt, clicking
> Run as administrator, and then typing administrator credentials.
'administrator credentials' means password, *if* you've created same for
the Admin account. If not, just leave the 'credentials' blank and press
Enter.

So, you tried a search something like this to find that tip?
(0x80073712 OR 80073712 OR 14098) site:microsoft.com
If guessing doesn't work perhaps it's time to try some diagnosis? <eg>
Try installing it manually with verbose mode logging?
What is the context of the code (or its aliases) in the install log(s)?

I don't have Vista but as I understand it you may have to right-click the shortcut
and use the Run as... dialog to run that task as an Administrator.
See if doing that changes your symptom?
BTW it may help if you clarify what exactly it is that you're trying to do.
You're reopening a long dead thread and essentially ignoring all previous
discussion in it so we don't know whether those details apply to you
or whether you are just piggybacking this (unrelated?) question on it.
Good luck
