Somewhere someone told me about a MS website that you
could download a windows 98 SE cd that included all the
updates. You still have to use your original CD key to
do the install. Does anyone know if this is true and
the website?

Tom;
Not true.
there is nowhere to download and use your original CD.
However you can get all the updates.
For a few options, see #1 on this link:

I believe this is what you want, but it is not a download and the CD
applies to more than one operating system. You can order the CD and it
will be sent free of charge.

Order the Windows Security Update CD:

I believe you are talking about the Critical Update CD.
If so, follow Alan Edwards link.
Even after using the Critical Update CD, you still need to go to the MS
update site to get the latest critical updates.
I don't believe you need your original Win CD when using the Critical Update
Cd.
However, if you have the HDD space, it is a good idea to copy the Win98 CD
to a folder,on a drive other than C:\ usually (this way you can reinstall
Windows by using that copy), so that when Windows asks for the Windows CD,
you can just point it to that folder (ie: I named mine Win98SE and put it on
my E:\ drive and when Windows asks me to insert my Win98SE cd, I just
redirect it to E:\Win98SE)

If you mean a CD to upgrade Win98 to Win98SE, then no.
