I have installed patch 818529: June 2003 seven times since
June 22nd. When I look at installation history it
shows "successful" all 7 times (6 times the source was
automatic update and once from web site). However, when I
scan for updates it still shows I need it. Automatic
update keeps wanting me to install it. When I go to help
it shows Update versions SP1; Q330994.

Try installing the update from:
http://www.microsoft.com/downloads/results.aspx?productID=&freetext=818529&D
isplayLang=en
Any difference? Does Windows Update still offer the update?
For Automatic Update, you may have to Stop/Start the service.
