Attn MS Support: Help please with error 0x800C0008

I've read all the suggestions posted here recently on overcoming
Windows Update problems, and tried all of them that I could. I'm
amazed at the number of people who seem to be having problems. Having
spent 3 or 4 days on this, and being on the point of tearing my hair
out, I really need someone from Microsoft to help fix this. Please!
Here's all the relevant information.

1) I have previously used Windows Update on this computer without
problems. I recently re-formatted my hard drive, and re-installed
Windows XP Home Edition SP1.

2) Unable to get Windows Update to work, I tried all the solutions
posted here that I could.

3) I became a bit concerned at all the changes I made in changing
settings, renaming files etc, so I decided to start over again. This
time I will clearly document everything I do, and get step by step
help as required.

4) So I've now done a completely new clean install of WinXP Home Ed
SP1 from CD onto a newly formatted hard drive. To minimise the chance
of any conflicts, I have installed no other software except for
drivers (NO virus checker, NO firewall).

5) When I connected to the Windows Update site I got a message
"Do you want to install and run Windows Update signed on 26/8/2003
01:19 and distributed by Microsoft Corporation?" I replied "Yes".

6) Clicked on "Scan for Updates", after a minute or so stuck on 0%, I
got:
" ! Windows Update Error. Windows Update has encountered an error.
This may be due to a discrepancy in your computer's time setting. To
check your date and time setting:
1. On the taskbar, double click the time.
2. Verify that the date and time is correct."
Further down, it gives the error code as 0x800C0008.

7) My time and date settings are correct. The only other thing which
may be worthy of note is that I have installed the operating system
onto my D: drive, not my C: drive.

Help please!

We need to take a look at the Windows Update.log file.

Please post the last 20 lines of the Windows Update.log file.

To view the file:

Copy and paste "%windir%\windows update.log" (w/o the quotes)
into the Internet Explorer address bar and hit Enter.
Scroll down to the current date and look for the error being reported.
Please post the last 20 lines from the Windows Update.log file

and the downloads execute flawlessly. I can't get the
downloads to conncet via my DSL connection though and
that is what I am looking for help with. If you find a

If AOL is your ISP, make sure you only use Internet Explorer to get to Windows Update website.
You make your usual AOL connection, then....bring up Internet Explorer & go to this site

You may get to the windows update site, but yet a setting in IE browser may need tweaking.
(forgive the lenghty list. But pay attention to all....especially #3, & #5.)

1. In Internet Explorer> Tools, click Internet Options, and then click Languages....
If this box is empty, add at least one language -- your usual language.
If you happen to have 2 or more, move English up on this list.

2. Disengage your Discussion Bar in Internet Explorer: Click View on main IE menu.
Point to Explorer Bar. If "Discuss" has a check mark, click Discuss to *remove the check mark* and clear it.
You may note, if the discussion bar is active, it would appear near the bottom of IE window.

3. I. E. Tools >Internet Options > Advanced Tab > (scroll down thru the list)

These are "some" of the items that I do have CHECKed (selected):
Under HTTP 1.1 settings --
Use HTTP 1.1 (ON / Selected)
+ Enable / check to use HTTP 1.1 with proxy servers **** <<----

and under Security :
Clear (un-check) the check box next to "Check for server certificate revocation" . ( *OFF* )

Use SSL 2.0 (ON / selected)
Use SSL 3.0 (ON)

4. Internet Explorer > Tools > Internet Options > Connections Tab
Click on LAN Settings > * Uncheck* the Automatically detect settings.
Make sure _no other_ settings on this screen are enabled.

5. Internet Explorer > main menu /Tools/Internet Options >

Security Tab/ click on green icon Trusted Sites/click Sites button.
Click "Require server verification (https:) for all sites in this zone" to *clear* the selection.

In the "Add this Web site to the zone:" field, add these entries to list of "Trusted Sites" --

type
http://www.download.windowsupdate.com (and then click Add )

http://v4.windowsupdate.microsoft.com (click Add)

https://v4.windowsupdate.microsoft.com (yes with HTTPS)

http://windowsupdate.microsoft.com

http://download.windowsupdate.com

Click OK.

Thanks for the log. In addition to Maurice's [MVP] suggestions, please
verify you have followed the steps outlined on the site below. Please
double check the solutions.

This could also be due to a connectivity problem as Chris noted on this same
thread. If you are accessing Windows Update using a router, cable/DSL
modem, proxy, etc... try Windows Update connecting directly to the Internet.
It works correctly then we know it's related to the router which I recommend
contacting the hardware vendor to help configure the device problem.

If you have exhausted the suggestions on Jupiter's site and you are directly
connected to the Internet then please let us know.

Maurice and Lucy,

Thanks for your replies. I must exhaust Maurice's suggestions first
before moving on to Jupiter Jones' suggestions, to avoid me getting
confused or any possibility of me missing something. Although, in
response to your question about my connection, I am using an ordinary
dial-up modem.

To take Maurice's items in turn:

1. Confirmed I have one language showing, this is English (United
Kingdom) [en-gb]. Although for some reason the Language Preference
box also says "Menus and dialog boxes are currently displayed in
English (US)".

2. I have no "Discuss" option under View\Explorer Bar (I am using
Internet Explorer 6.0). The only options are Search, Favorites,
Media, History, Folder and Tip of the Day.

3. "Use HTTP 1.1" was already on (selected). I also enabled
(selected) "Use HTTP 1.1 through proxy connections".
"Check for server certificate revocation" was already off, "Use SSL
2.0" and "Use SSL 3.0" were already selected (on).

4. I unchecked "Automatically detect settings" and ensured no other
settings were enabled.

5. I cleared (unchecked) "Require server verification (https:) for
all sites in this zone". I added 4 of the 5 sites listed. I didn't
on first attempt realise what the note "(yes with HTTPS)" meant
against the third site.

I connected to the internet, and selected Start\All Programs\Windows
Update. I clicked on "Scan for updates". It took quite a time -
stuck on 0% for about 1min 25 secs, on 33% for 2mins 15secs. Then the
connection terminated with the message "This page cannot be
displayed". It showed Critical Updates and Service Packs (2) as
having been identified.

In the course of typing this post, I realised my mistake on step 5, so
went back and added the 3rd of the 5 sites listed. I connected again,
this time the connection terminated, with the same message, after
being stuck on 0% for about 2mins 15 secs.

Please advise whether there is anything more I can do in respect of
Maurice's five suggestions, in light of the comments I've made.
Otherwise I will proceed on to the Jupiter Jones suggestions, unless
you advise something else.

The comment (yes with HTTPS) is meant strictly to say "Type in the link just as is....but ignore my comment in parentheses".
Part of the initial processing at startup of Windows Update uses secure internet protocol (HTTPS).
So I (and others) suggest you add to your Trusted Sites list:
https://v4.windowsupdate.microsoft.com

I noticed in your log extract you have an Error "0x800C0005".
On your "error " 0x800C005 .....800Cxxxx. Anything starting with 800C is a Urlmon failure (for example,
800C0005 - file or server not found).

You should follow all 'relevant' points in MS article 319585.

Hi Maurice,

I went to the first site mentioned and got the message:
"SSL test. Thanks for using SSL."

I then tried using the address given above to get my Windows Update.
After clicking on "Scan for updates", I stayed on 0 % for about 25
seconds, then on 33% for about 2 minutes. At that point, the internet
connection terminated with the message "This screen cannot be
displayed". It showed two "Service packs and critical updates"
available. This is the same problem I was getting before.

I'm off to work now, but when I get back I'll try any further
suggestions. What do you suggest first, the Jupiter Jones site or the
article 319585?

Yes, you sure can follow Jupiter's advice.
It seems you *may* be having timeout or networking problems....or ?

While steps in 319585 will not hurt, they are sort of cleaner-upper. But it's not a cureall either.

Please post back & say if you have dialup service or broadband.

Hi Maurice/Lucy,

I'm getting various error numbers in the log file, so I'll append
today's section of the file to the end of this message. In answer to
your other question, I am (as mentioned in an earlier posting) on a
dialup connection.

I have today methodically worked through the suggestions from Jupiter.
Here's my comments against each of the points A. to J. on Jupiter's
website. Let me know if you think there's anything significant in
here:

A. Deleted cookies, Temporary Files, offline content and History.
B. Confirmed date, time and Time Zone (GMT Standard Time) are all
correct.
C. Already done this, but checked it again: I have one language,
English (United Kingdom) [en-gb] in my Languages.
D. Already done this as well: I can successfully access the SSL test
web site.
E. I have no firewall installed. I don't know how to check whether I
have a proxy with ports 80 and 443 enabled.
F. I have the certificates listed with the details specified, EXCEPT
for the following:
item 8) the start date is 5/12/97, not 5/11/97,
item 9) I have the status "This certificate is expired or is not yet
valid", NOT "This certificate is OK".
G. Server Certificate Revocation was already unchecked.
H. Accessed the site using the secured link. Got a message saying
"This site contains both secure and non-secure items. Do you want to
display the non-secure items?" Answered "Yes".

Scanning for updates took about a minute, I was then presented with 16
Critical Updates and Service Packs, along with 19 Windows XP updates
and 3 Driver updates. I selected the first three of the critical
updates and clicked on "Install Now". The download progress bar
started to fill up slowly, but stopped after about 2 minutes and a
couple of hundred kilobytes. The connection terminated with the usual
"This page cannot be displayed" message.

Went back to Jupiter's list to complete the remaining steps:
I. I registered the system files listed, as instructed.
J. I was unable to complete this step, as I don't have an option for
"Local Security Policy" under Control Panel\Administrative Tools. The
only options are: Component Services, Computer Management, Data
Sources (ODBC), desktop.ini, Event Viewer, Performance and Services.
(A reminder that I am using Windows XP Home Edition Service Pack 1.)

Having competed - as far as I could - Jupiter's suggestions, I went
back and tried Windows Update yet again. This proceeded in the same
way as the previous attempt i.e. the download terminated after a
minute or so, this time having downloaded about 128 Kb.

Today's section of the update log follows. Please advise what I
should do next.

Hello Yellowmoon,
Thanks for reminding us you have XP *Home* with SP1. But more important here, you have dialup. One of the key rules I followed (when I used to have dialup) is to take a few updates at any one pass.

You have managed to get to the site and can actually get a list of updates. Now, it looks as if you have timeout problems (again). But one item to not forget: that certificate issue.

Did you make absolutely sure to read/review yours HOSTS file to make very sure of:
on any non # lines ( # denotes a comment line in there)..
that you have NO entry for "microsoft.com" ?

Having an entry with a fixed IP address (for windows update) will eventually NOT work.
(Saw a case like that maybe 16 months ago). (And btw, he was having the same errors you are now having.)

Note: If you ever used "spyblocker" be sure to review HOSTS.

Also, be very sure your ad-blocker program, download accelerator program (if you have them) are NOT running when you do a Windows Update.

Having a firewall on & active is good. You say you are not using one. Be sure to activate XP's built-in firewall.

Having an antivirus program on & running is a good thing. Be sure to review "all" its settings to insure it does not block "good scripting from Windows Update".

I noted your IUCTL.dll & IUENGINE.dll are version 5.4.3790.14.
As I write, the current file versions are: Current iuengine.dll version: 5.4.3790.21
Current iuctl.dll version: 5.4.3790.20

AFTER you have covered above points, study then follow article 319585.
After doing it, the next session at Windows Update will download the latest versions.
Those are 2 key files for the Windows Update process.

Errors noted during download attempts: 0x80072EFF, 0x80072EFD.
These are *timeout* related, or connection related.

It is vaguely possible that your ISP needs to refresh its DNS server.

Do let us know about your progress, here.
If it still bombs, attach a snippet from your log + the file IUHIST.XML.

Lastly: Once you do connect well, only pay attention (at first) to *critical* updates AND pickup (by itself) the *latest* IE cumulative update.
Do it alone, when it finishes, say "yes" allow it to reboot system.

Hello,
Do this so you can see all files & also to see if you have a leftover "Catroot2" folder:
Bring up Windows Explorer / Tools / Folder Options/ select VIEW Tab and look at all of settings listed.

"CHECK" (turn on) Display the contents of system folders.

Under column, Hidden files and folders----choose ( *select* ) Show hidden files and folders.
Next, un-check Hide extensions for known file types.
Next un-check Hide protected operating system files.

Use Windows Explorer. Go to C:\Windows\System32

If you have a sub-folder called * Catroot2 * (not Catroot) rename the
folder to CR2OLD. Or delete everything in that folder. Just make sure you do the right one.


Check the Hosts file for any Microsoft entries.
Navigate to C:\Windows\system32\drivers\etc
With Notepad, open the file called "HOSTS". (Start menu, Run option, type in Notepad (Windows' text editor).

Verify there's not Microsoft or Windows Update entries.
I wanted you to look it over; see what it's contents were.

On a plain vanilla setup, it has no entries except for 1 for localhost.

You did not mention if you followed MS 319585. Plus, if you have a next failure at Win Updates, post back with extract from log + your IUHIST.xml file !!

Now, on firewalls & antivirus: There are so many hostile things floating around, you must keep your pc's as secure as possible. All that people are trying to say about them, is, (a) know your program, (b) be familiar with its settings, (c) if it has a safe sites list (may be called exclusions)---add microsoft windows update to its safe list, & (d) insure your AV is not blocking *scripting*.

Do note: You only want 1 firewall on, at any time. Either yours or XP's.

I highly suggest you get this latest update to IE browser (if your IE is already at Service Pack 1).
Cumulative Security Update for Internet Explorer 6 Service Pack 1 (KB832894). 832894 is the update number.
(You should first see your IE, Help/About and see what it says about version).

For your consideration & possible use: Updates & fixes can be gotten outside of (in addition to) Windows Updates.
Its called the MS Download Center.
Use the MS Download Center site to get the fix/update that you need. Download from there, saving file to a folder on local HD; then run that program later to do the install.

Try the MS Download Center and do a search for "your edition / version" of Windows.

selected, so I deleted both.

c) Delete files from the Windows Update folder
Followed these instructions and deleted files as suggested.

d) Remove Windows Update ActiveX controls
Followed these instructions and deleted files as suggested.

I then tried Windows Update again. I could not get very far. I got
the message "Checking for latest version of the Windows Update
Software...". After a minute or two, the connection terminated with
the message "This page could not be displayed". I tried a second
time, with exactly the same result.

Can I remind you that I have successfully used Windows Update before
on this computer with this internet connection and this software.
This was before I formatted my hard drive. So I think whatever has
changed, it is likely to be something Microsoft have done rather than
anything at my end. (Just my non-technical 2 cents... please dismiss
if you think this is not a valid observation).

Finally, you asked for my log file and IUHIST.xml file. I assumed you
wanted the latter opened in Notepad and pasted into this message.

That may be a part of the complications. What is on the C drive? Do you have a multi-boot setup? and how?

Your "problem" has evolved from 1 thing to another. You now have a different (new/3rd) "exception" in your current log.
(e.g. its gone from 1 to a 2nd to a different 3rd).
The exception now is 0x800C0005.

I wonder if you followed all the steps in deleting all copies of IUCTL & IUENGINE like the article said.
Your versions of those are still old.

Reformatting your HD (which you said you have done) is a measure of absolute last resort.
Did you have backups of your system , from before? a complete system backup? that way you, at least, would have had an option of restoring from backup. Even if selectively.

There is a range of steps to follow before all this. There is System Restore (built-in with XP). There is Recovery Console if needed.
There is XP Repair-install. Can't tell why you chose reformat & re-install.

Following are tips/hints. Not saying all apply. BUT #3 is a *must be*.
Plus I need for you to check HOW much free space you have on C & D drives.

1. You may be using NTFS file system but you may have over-restricted the access to C drive at C:\ .
Windows Update needs to be able to create the folder \WUTEMP if it has to.

2. You must be logged in with administrator-rights to run Windows Update.

3. You must make sure these Win XP services are enabled and running:
Remote Procedure Call (RPC)
System Restore Service
Cryptographic Services

Go to Start menu >Run > MSCONFIG <enter>
Click on the "Services" Tab & review these services. They should have a green "tick/check" mark on left; and status "Running" on the far right.

If any of above are 'not' enabled, do enable them. OK thru the MSCONFIG process.
Let it reboot the pc / Windows.

other than C as a security precaution.

only versions of iuctl.dll were in the Recycle Bin. I didn't think
these would matter, but I emptied the Recycle Bin anyway. The search
for iuctl.dll also came back with a file called Update Class. I did
not delete this.

I don't know how you are determining that my versions are still old,
but I will include my log file for today and a current copy of
IUHIST.xml, for you to check again.

4. Regarding re-formatting, I think we could easily get sidetracked
into a discussion, but I'm not sure that will help in finding a
solution to this problem. But briefly, I re-formatted my hard drive
because I wanted to re-partition it, to give me the flexibility to try
dual-booting in the future. I wanted to take the opportunity for a
clean install of Windows because I have been testing/trying out many
programs which I no longer wanted to use.

5. My C and D drives are as follows:
C (FAT 32) Total 2 Gb, free space 1.88 Gb
D (NTFS) Total 18 Gb, free space 15.2 Gb
The rest of my 120 Gb hard drive is NTFS partitions for data file
storage.

6. I checked in Control Panel/User Accounts to confirm I am logged in
with administrator rights.

7. I ran MSCONFIG:
Remote Procedure Call (RPC), System Restore Service, and Cryptographic
Services all had the green tick on the left and a status of "Running".
There was also an item called Remote Procedure Call (RPC) Locator.
This had the green tick, but the status was "Stopped". I don't know
if this is significant, and couldn't find how to change it. I
highlighted it, clicked on "OK" and re-booted as prompted. But when I
went back in after re-booting, they were all shown the same.

8. I looked at the article 821814. I could not determine whether it
applies to me. I do not understand what is meant by performing "POST"
requests and "GET" requests. If you think this is important, I'll
need some further guidance.

I tried Windows Update again, stuck on 0% for a minute or two before
the connection terminated.

My last note gave you a link to an article which referred to a Wininet.dll , which I tend to think, you need. So please refer & study.
First, be sure to look up your XP Home version , to determine whether or not....this current system has Service Pack 1 for XP.
Do a Start button> pick RUN > WINVER

Winver will bring up a window with text, see if it shows "Service Pack 1" (or Service Pack 1a) in the text.
If it does not, the first thing you need to focus on is getting XP Service Pack 1. You can get that from the Download Center.....maybe you can even use another system (with broadband) to download & save to CD.
Or you can even get it on a CD from MS. Do not try to get the full XP-SP1 service pack on dialup ----since you are having problems pus it is way , way large.

Yes, your situation is getting better. But I think you are getting "disconnected"....maybe due to an old version of Wininet (because you had gone back to a fresh setup). I've no idea how old your original XP CD is.

Also, your Windows Update controls are a little old. Refer to my earlier notes (and to 319585) about 1) make sure you see all folders (including system & hidden folders). 2) go to \Windows\System32 (or \WINNT\System32). There you will find IUCTL.DLL & IUENGINE.DLL.
Get your version number by right-click, & get properties.
Do the same there, for Wininet.dll --- current version 6.0.2800.1400 , with a date of January 21, 2004.

Try to get XP Service Pack 1a first. Then next, the latest IE6 cumulative update ----fix # 832894.

A prior note gave you the link to the Download Center.

You can see a link to SP1a (latest service pack1).
Even better, you should look at getting an alternate CD, which has most all updates, up to October 2003.
That way, you don't need to download tons of fixes. The reason I suggest this ---hoping this will cure your connection problem ----based on assumption you have older dlls or even dlls that need to be re-registered.

1. I have Windows XP Home Ed Service Pack 1, so your comments about
getting the Service Pack don't apply.

2. I bought Windows XP in July 2003, so it is 8 months old. The
Windows Security Update CD has updates up to October 2003, so would be
a bit more recent, but wouldn't bring me completely up to date. I'll
order it (although I see it says to allow 2 to 4 weeks for delivery!).

3. I'll take your suggestion about the IE6 cumulative update
(#832894) and try to download that today.

4. Regarding WININET.DLL, my version is 6.0.2800.1106. The version
mentioned in article 821814 is 6.0.2800.1204. I notice you refer to a
later version still, which is 6.0.2800.1400. Is it possible to get
the latest version e-mailed to me, if there's a chance it will solve
my problems?

5. The versions of IUCTL.DLL and IUENGINE.DLL which I have are
5.4.3790.14. How do I go about getting updated versions of these?

Hello,
Once you get the cumulative IE update, I believe it updates wininet.dll as part of that package.
I'm hoping it (832894) will cure your problems, and that once in place, you'll have a good session at Windows Update.

When that does, you will also get updated copies of Iuctl & Iuengine (as a normal & silent process at Windows Update).
You would also see it in your Windows Update.log file.

Thanks for your prompt response. As it is the weekend, I have a bit
more time to try to get these problems fixed, so I'm hoping either you
or you colleagues will be on hand to help and advise as necessary.

I downloaded and installed the IE6 cumulative update 832894. I
checked the WININET.DLL file, and now have the latest version,
6.0.2800.1400.

I tried to use Windows Update again. On selecting "Scan for updates",
it went from 0% to 33% reasonably quickly. But after staying on 33%
for about a minute, the connection terminated.

I checked the IUCTL.DLL and IUENGINE.DLL files, and the versions
remain the same, 5.4.3790.14. This is in line with what you said,
that they would be updated only when I've successfully completed a
Windows Update session.

If getting updated versions of these files is the key to solving my
problems, can I get them from elsewhere (i.e. without using Windows
Update)?

I also attach my log file for today, in case it contains anything
helpful. I'll await your advice.

First of all, do save & keep safe that copy of fix 832894. You may need to re-apply it later on.

800C0005 error occurs on 4th getmanifest.
Do you remember your earlier mention of that "certficate problem" in your I.E. browser?

You may be down to a certificate or trust issue.
Along that line, a repair install of Internet Explorer browser may resolve that.

I followed the link and instructions to re-install. I then re-applied
832894. I re-booted, and tried Windows Update again. Still the same
problem, "Scan for updates" terminated on 33% after a couple of
minutes.

Bear in mind that I only re-installed from CD a couple of weeks ago.
The version of IE6 I have is 6.0.2800.1106 for Win XP Service Pack 1.
Following the links from Doug Knox's article, I think this is the
latest service pack.

I would be grateful for your advice on the following two points, along
with any suggestions of what to do next:

1) I'm not really clear what the importance of the certificates is.
Here is what I said in my earlier post about them, where I was
referring to point F on Jupiter Jones' website:

"F. I have the certificates listed with the details specified, EXCEPT
for the following:
item 8) the start date is 5/12/97, not 5/11/97,
item 9) I have the status "This certificate is expired or is not yet
valid", NOT "This certificate is OK"."

2) Earlier today, you were suggesting the problem might be that I
didn't have up to date versions of the IUCTL.DLL and IUENGINE.DLL
files. I asked if I could get them other than from successful
completion of a Windows Update session. Do you still think this is an
issue, or have we moved on from that. (I guess I'm asking whether you
now think my problem is with Internet Explorer or with Windows
Update.)

Maurice will be back this evening and asked me to help out here ...

You MUST remove the software (ActiveX) controls from the system and then
either replace them by visiting Windows Update or download and install
them yourself. You've already tried it by visiting Win Up, try a manual
installation. Also, the latest version of the wininet.dll is
6.0.2800.1405 .

To obtain the latest ActiveX controls go here
http://v4.windowsupdate.microsoft.com/cab/x86/unicode/iuctl.cab
and save them to your desktop .

IMPORTANT : if you are running an antivirus program that has a script
blocking component ( Norton AV has one, PC-cillin has one called
Web-trap ) you MUST temporarily disable this component to successfully
download and install the ActiveX controls.

Now locate iuctl.dll and iuengine.dll by following the steps here for
XP. Delete them when found :

Delete the Update Class file found in WINDOWS\Downloaded Program Files
by right clicking it and choosing Remove.

Install the latest software controls after removing the old ones :
1. Go to the desktop and right click the iuctl.cab file.
2. Click "Open".
3. Select all the files listed.
4. Right click on them and click "Extract."
5. Point to a known location (like the desktop) and click "OK."
6. Go to the location you selected and right click the iuctl.inf file.
5. Click "Install."

Clear the Temporary Internet Files by opening Internet Options via the
Control Panel and click Delete Files on the General (first) page.
Now try Win Up.

I don't know if Maurice has informed you of this, but you should scan
your system for the presence of parasites. Often times, accessing secure
web sites (SSL) can be rendered impossible by these same parasites.
If you reformated your system and did a totally clean installation, this
is not likely, but conceivable if you've been on the internet at all.

Hi Mow and Maurice,

Thanks for your suggestions, Mow, which I followed. I got further
than I have for some time:

1) I downloaded the latest ActiveX controls using the link you
supplied. I deleted all copies of iuctl.dll and iuengine.dll. I
deleted the Update Class file. I extracted iuctl.cab and installed
iuctl.inf. I deleted temporary internet files, also cookies and
offline content while I was there.

2) I tried Windows Update but did not get further than the message
"Checking for latest version of Windows Update software...". After
about 2 minutes, the connection terminated.

3) I used the link supplied to get the latest version of the
wininet.dll file and installed it. I also used the link to aumha.org
to scan for parasites, and got the message "None were found".

4) I tried Windows Update again, and got further than I have for some
time. The "Scan for Updates" completed successfully, and showed 15
Critical Updates & Service Packs. This seemed about right, since the
last time I got this far, 16 were shown, and since then I have,
following Maurice's advice, manually downloaded and installed the IE6
cumulative update 832894.

5) I de-selected all but one of these, and started to download it.
But after a few minutes the connection terminated without the download
completing. (I wonder whether, if I get this far next time, I should
choose one of the smallest of the updates, in the hope that the
download might complete successfully before the connection
terminates).

I attach the most recent section off my Windows Update log, along with
my iuhist.xml file, and await your advice.

Howdy,

Try reinstalling Windows Script 5.6 first and if that does not resolve
the issue, Maurice was about to suggest that you do a reinstall of
Internet Explorer . By the error messages in the iuhist.xml file -
errorCode="-2147012867 and errorCode="-2147012865 - which can occur if
Internet Explorer is corrupted or certain system files are not
registered properly, from this KB article :
" Unknown Error (-2147024770) Error Message Occurs When You Try to
Install a Windows Update "

plus this error code in the Windows Update.log -
0x80072EFF - which can be a scripting error, it appears that scripting

I've updated the subject line to reflect the current problem.
FIRST, note that it still appears you have not gotten rid of your old IUCTL & IUENGINE dlls.
Mow gave you the link to the latest controls & you attempted their install, but it appears as if you did not Search every drive & folder for the old files. Study again article 319585 about how to search. You must search your C & D (all) drives.
You must reach the point where only the latest ones are present.

Second, the suggestion by Mow to search for spyware is excellent. As even Aumha states on their page, with the huge variety of spyware , you should probably run something stronger. Like Webroot Spy Sweeper.
You've said you had reformatted your HD & re-installed. BUT the question is ----- what (if any) external programs, utilities, enhancements have you put on this system? Any web accelerators, any download "helpers", etc.??

You had stated you followed some points at "radified" site. What else ??

The possibility is (also) a system without an active firewall or a current antivirus, would be infected as soon as it connected to the internet.
That's why Mow & I were encouraging you to run a full "antivirus" and a full "spy/scumware" check.

On your dialup situation: Have you checked with your ISP to ask "how long after a period of inactivity" does your system "disconnect"?
Hopefully it is after a number of minutes (not seconds).

As can be seen from your logs, the update log file shows exception 0x80072EFF and the Iuhist.xml shows errorCode="-2147012865".
Q: You get to actually select an item to download. Do you get to the point where you get & see the EULA (user agreement) dialog?

Look carefully at the location of your \Windows\System32 folder. You may have to "drive & path" specify the following, to re-register system DLLs.
Go to Start/Run and type in:
regsvr32 wintrust.dll <enter>
regsvr32 softpub.dll <enter>


Search again for "Windows\System32\CATROOT2" folder. Remove it if found. Do that each time you have a failure, until you get up-to-date.

Note the 72EFF exception points to "Network problems are preventing connection to the Windows Update servers."

I followed your instructions.

1) I re-installed Windows Script 5.6 following the link you gave.
Re-booted and tried Windows Update. I could not even load the initial
page. The connection terminated after about a minute.

2) Maurice already got me to re-install IE6 yesterday using the link
to Doug Knox's site, but I did it again.

3) Although you didn't explicitly say so, I assumed I should also
re-apply the IE6 cumulative update 832894, and re-install the updated
wininet.dll using 831167.exe. I re-booted, and went through the
process again of deleting cookies, temporary internet files, offline
content and history.

4) I tried Windows Update again. "Scan for Updates" completed
successfully, and showed 15 Critical Updates & Service Packs. I
de-selected all but one of these, which was the smallest, and started
to download it. The download progressed as far as 128 Kb out of 225
Kb downloaded, before the connection terminated.

5) Mow and Maurice: I must confess, that after 10 days or so of
struggling with this, I am starting to despair of it ever working.
When it seems one problem is fixed, something else seems to come up.

Quick observations:
You have made progress in that you can get to Windows Update & actually get & see update options.

If you MUST get updates ( at this time & until you receive your update CD ) .... don't do the SCAN for updates, but select the Windows Update Catalog from the left-hand frame.

Between Mow & I, we have covered just about all the appropriate remedies.
Please STOP and answer some of the questions in my very-last reply.

What other added doo-dads have you put on this system? Did you complete a spy & virus check? You must do that.
Plus, your Windows Update controls are still the older ones. You just may have more than 1 version of these on your system.
(again, look at my last note).

Finally, review your log file for this last session. You have new exceptions.

utility for my Asus motherboard called Asus Probe. And nothing else!

3. The computer is unused at the moment apart from trying to run
these Windows Updates. I'm typing this e-mail to you on an old
computer, all the downloads you've suggested have been done on the old
computer. It was only once I got an up-to-date Windows XP on the
"new" one, that I was going to install my other programs and bring it
into full operation.

4. The only website I have connected to using the new computer is the
Windows Update site. I'm unlikely to have picked up a virus, but I'm
happy to install my anti-virus software and firewall (or use the
Windows firewall if you prefer). The only reason I haven't done so
before is - as I've explained - to try to limit the number of 'unknown
factors' which could be affecting my problems.

5. I've checked with my ISP, and they disconnect after 5 minutes of
inactivity.

6. I don't think I see the EULA. I get 2 progress bars, one for
download and one for installation, and I get as far as the first bar
(the download one) getting about half full.

7. I'll re-register the system DLL's, and make sure I delete the
CATROOT2 folder before I try again.

8. What is the significance of the 72EFF exception relating to
network problems? I will try to interpret the log file errors, but
they are not particularly clear for a non-technical expert like
myself, which is why I've tended to rely on your (and Mow's) help in
interpreting them.

Well, it's good to see you are using a decent newsreader !. Mark your thread as 'watched' so you don't lose sight of it.
I thought it was high time to have the subject reflect the "current" problem.

I really think we all need a break & to have you wait for your security update CD.

To answer some of your last points.

1. You can see the log shows your older versions of IUCTL & IUENGINE.

2. Clean system. good. I wanted to insure you had no "bad" add-ons.

I agree. I'll wait for the CD, and tinker in the meantime if I have
the time and the inclination. I'll try and come back - probably in a
few weeks - to say either I've fixed it, or not. Just so that you
know.

I've made so many changes. Even though I've kept notes on everything
I've done, it's very difficult to keep track. I'm fairly sure I don't
see a EULA, but could be wrong. The next time I try, I'll make a
point of noting what happens.

Finally, I do appreciate your (and Mow's and Lucy's) time and effort
in trying to sort out my problems. Even though we haven't (as yet)
fixed it, I've learnt a lot about what to look for and the things to
check.

If you have time and the inclination:
Please STOP going to Windows Update, till you cover a few more issues.

Something is reinstalling the older DLL controls for Windows Update.
They may be reinstalled with "Xp's System File Checker" ; they may be
in WINDOWS\system32\dllcache.

In your case %windir% = \Windows

Delete * IUCTL.DLL * and * IUENGINE.DLL * from %windir%\system32\dllcache (if they are there).
Delete * IUCTL.DLL * and * IUENGINE.DLL * from %windir%\system32 folder.
Note: On XP, System File protection will prompt you to place the XP CD on; do NOT do that but
choose to cancel or skip that part.


In Regedit (very carefully ) Right away, use File (from its menu), then select "Export" in order to save all of your current registry.
Remember what folder you save to. Give it a unique name (so you can remember) and write it down.
This will be your save file in case you need to go back to it.

Take a look at this Registry Key & a sub-key:
Delete the sub-key "SelfupdateStatus" *IF* it is present in the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\IUControl
key.
Exit out of Regedit.


Now, go back & review Mow's note about getting the Update controls directly (use your working system to download & save).
Follow his steps to install them.

Next, then:

" Error 0x80070057: The parameter is incorrect. " is related to an Oki
Data driver issue , NetOp software, or a Lynx device(audio card).

Were any of these (or are they now) ever been installed?
Is Lynx installed and was an Okidata printer or any NetOp software installed ever installed ?

FIPS compliant algorithms is enabled . For XP Home :

WARNING
Using Registry Editor incorrectly can cause serious problems that may
require you to reinstall your operating system. Microsoft cannot guarantee that
problems resulting from the incorrect use of Registry Editor can be solved by
reinstalling the operating system.


1. Click Start, and then click Run.

2. In the Run dialog box, type "regedit" (without the quotation marks), and
then press ENTER.

3. Right away, use File (from its menu), then select "Export" in order to save all of your current registry.
Remember what folder you save to. Give it a unique name (so you can remember) and write it down.
This will be your save file in case you need to go back to it.

4. In Registry Editor, Locate\Navigate to the following key

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa

5. Check the "fipsalgorithmpolicy" value. It should be set to "0".

6. If the value is set to "1", double click on "fipsalgorithmpolicy" and
change
the value to "0".

7. Exit the registry editor and restart your computer.

Thanks for your latest suggestions. This is what I've found:

1) I followed the instructions to delete all versions of IUCTL.DLL
and IUENGINE.DLL - these were version 5.4.3790.14.

2) I backed up my Registry. I had no sub-key called
"SelfupdateStatus" in the WindowsUpdate sub-key. There were only 2
folders, which were called AutoUpdate and OemInfo.

3) I downloaded the new Update controls again, and extracted them.
This re-installed the IUCTL.DLL and IUENGINE.DLL files. I checked the
versions - it was the same as before! Version 5.4.3790.14. I've had
a quick look back through your and Mow's postings, and can't see
anywhere where you've told me what the latest version should be.

Can you tell me what the latest version should be. Any idea why I
seem to only be able to get this version?

4) In answer to your next question, I have never had an Oki printer,
nor NetOp software (don't even know what it is), and never had a Lymx
device (I use the onboard audio on my motherboard).

5) I went back into the Registry, and found the
"fipsalgorithmpolicy". It was set to "0", as you said it should be.

Current Iuengine.dll version: 5.4.3790.21

Don't know why it does not get the newer ones. I suspect its also due to the existing "abend".

A little bit of research points to likelihood your existing XML parser is a problem. I also remember, we had you do an update.
Proposal: 1) Bring up System Restore from your System menu. Take a "create" restore point.
2) Go to this MS page to get a small update for XML.

The "xml update" is for version 3, and it did not find msxml3.dll on your system. Fair enough.
Either using Search or Windows Explorer, take at look at \Windows\System32 to see:
how many msxml*.dll files you have there. And perhaps there version also.

Your XP system must have MSXML3.DLL (it came with XP which also has IE6 browser).
You must find MSXML3 in the \windows\system32 folder.
If so, (taking your other note into account), then it needs to be re-registered.
Do the following:

Click on Start, select Run and type in
"REGSVR32 MSXML3.DLL" (w/o the quotes)
You should see a popup message that this process succeeded.
