When I go to Microsoft Update, ActiveX will not run. It just keeps repeating
the command to Run and does nothing.

This has occurred since I removed Internet Explorer 8 and went back to 7.
Explorer 8 had too many bugs and issues

I don't know if this can in some way apply in your case, Doesn't hurt to try
the link
Visit: <http://www.microsoft.com/genuine/diag/> and click on "Start
Diagnostics".
These diagnostic pages will help you ensure that your Internet Explorer (6.0
or later) settings are configured properly to see images, run scripts, and
allow ActiveX controls to download and run.

This will give you a starting point for your troubleshooting anyway.

Good luck

PS
IE8 is OK, the bugs and issues are in your system.

Wow, you must work for Microsoft Public Relations. IE8 caused me nothing but
problems since I installed it (and seemed to screw up my perfectly working
Firefox, to boot). So I uninstalled IE8 (of course, I had to uninstall XP
SP3 first, that's another thread).

So now I want to re-install XP SP3.

In short, I have the exact problem as the original poster. I ran the
diagnostics which told me I had genuine Windows OS and everything was
configured properly. Yet I still am in the endless loop of trying to install
the Update ActiveX control. I tell it to install, and the dreaded yellow bar
just keeps coming back. If anyone has any other ideas, please chime in!

The extra money for a Mac is starting to look like a very good deal.

Close the door quietly when you leave and don't let the door hit you in the
ass.
