Have you lost the Product Key for Windows 98?
If Windows 98 is retail, contact Microsoft:
http://support.microsoft.com/default.aspx?scid=kb;EN-US;q295539
If Windows 98 is OEM, contact the seller, Microsoft can not help with
OEM.
