Here is what I have tried so far to no avail:
Installed and Ran AVG Anti-Virus 8 (In Safe and Normal Mode)
Ran SmitFraudFIX (In Safe Mode)
Ran CWShredder (In Safe & Normal Mode)
Ran Spybot Search & Destroy (In Safe Mode)
Deleted the following files and copied them back on from a working
computer:
wuapi.dll
wuauclt1.exe
wuauclt.exe
wuaucpl.cpl
wuaucpl.cpl.manifest
wuaueng1.dll
wuaueng.dll
wuauserv.dll
wucltui.dll
wupdmgr.exe
wups2.dll
wups.dll
wuweb.dll
Tried re-registering the following files (I created a batch file and
put regsvr32 /s in front of all of them):
wuapi.dll
wuaueng.dll
wuaueng.dll
wucltui.dll
wups.dll
wups2.dll
wuweb.dll
Upgraded to Service Pack 3 from Service Pack 1
Reset all of the Security Levels (Internet, Local Intranet, Trusted
Sites, Restictied Sites) to the Default Levels.
Restored Advanced Internet Properties to Default Levels
Looked in the host and lmhost files for anything suspicios (nothing
found but the localhost loopback 127.0.0.1)
c:\windows\system32\drivers\etc
I'm really at a loss as to what could be causing this problem I do not
think that the browser has been hijack or any virus's are present
given everything that I have scanned with. The Virus detection only
turned up a few tracking cookies but nothing major. CWShredder turned
up one thing and cleared it (nothing has been found since on repeated
scans).
This computer is running Windows XP Home with Service Pack 3 and
Internet Explorer 6.

As I was writing the message below I was running Spybot, it was half
way through with no hints of anything wrong, so I posted my message.
By the time it had finished it found a few things. When I restarted
after letting spybot fix the problems it found the Windows Update
finally came up.
