Windows Update failing with error code 0x800706B5

When trying to update via the update website, I get the following error:

"The website has encountered a problem and cannot display the page you are
trying to view."

The error code is 0x800706B5. The services Event log, BITS, Automatic
Updates are running. The windowsupdate.log file contains the following:

Like I said, the services are running (I'm assuming that it's trying to
connect to BITS) and I've tried the following:
*reboot
*downloaded the latest WU version from here:
http://support.microsoft.com/kb/949104/ and did a force-install
*moving %systemroot%/SoftwareDistribution to
%systemroot%/SoftwareDistribution.old, reinstalling the ActiveX components
and then trying to use WU again
*Followed the instructions here: http://support.microsoft.com/kb/910338

While I am not using the administrator account (I don't have access to it),
my user is in the administrator group and has been able to do updates for a
long time now.

wupdmgr.exe version is 5.7.3790.3959
wuauclt.exe version is 7.4.7600.226

I'm not sure what else I can do to try fix this. Any suggestions?

KB 836941: You may encounter temporary connection-related errors when you
use Windows Update or Microsoft Update to install updates

You may notice that you exact error message is not listed in this Microsoft
KB article, that is ok, please take a look at and try the troubleshooting
options provided in the article.

Well, if the problem is with the website, just wait a while and
try again. I have seen this error before, and it usually clears up in a few
hours.

Also, first clear up your Temp File/Cache, Restart the computer and try
again. Best and easier to use - CCleaner.
