Can't Get Past Update For Update Software Message

Hi, I'm using Windows 98SE. After problems with some new
software, a company tech person mentioned that I should
have all the latest Windows Updates. When I went to the
Update site, I got a message that the site had been
updated and that my Update software needed to be updated.
I okayed the download and installation of that update and
all I got in return when it was supposedly done was a
message that my Update software needed to be updated and
the place to click to do it all over again! After
multiple tries, I realized I'm stuck. I can't get past
that "need to update my Update software" to get any other
updates. Help? Thank you.
