Every time I try to use Windows Update, I keep getting
errors that say something like "The program you are
installing has not passed Windows Logo testing and will
not be installed." I set the "Driver Signing" to "Warn"
as the help files suggest, but it still won't work.

I tried checking my IE certificates, and it says
the "Verisign NO LAIBILITY ACCEPTED" cerfifcate is
expired. I'm suspecting this may be the cause. Is there a
way to renew the certificate?

'The software you are installing has not passed Windows Logo testing to verify
it's compatibility with Windows XP'?

Yeah. That was the problem. Thanks for the URL. It really
helped me fix it. :-)
