.NET Framework 1.1 Support dropped for Win98?

Has Microsoft dropped support of .NET Framework 1.1 for Win98? Or is it
just impossible to install?

Attempting to install .NET 1.1 framework using "Windows Update" repeatedly
fails under Win98SE. I have all the latest updates installed including MDAC
2.7. This is a non-developer machine. When I run Windows Update with .NET
1.1 as my only selection the following results:

"REGSVCS.EXE - Common Language Runtime Debugging Service"
"Application has generated an exception that could not be handled"

Click OK, repeats the above message box.

Windows Update reports "No Updates Were Installed"

I recently started development of my first commercial .NET application for
the company I work for. I knew it was risky. Now I am regretting my
decision to gamble on Microsoft .NET. I am afraid installation issues may
be more complicated than before.

I pasted the dotNetFx.log and Windows Update.log below. Thanks in advance

Try installing the update from the Download Center. What popup error
message do you get?

As I stated in my original posting, when I run Windows Update with .NET 1.1

I downloaded NET 1.1. Same problem, same popup.

When I ran dotnetfx, I see the following popup when the install progress bar
was displaying "Registering System.EnterpriseServices.dll"

Is there any way to debug the NET Framework 1.1 and determine why this is
failing?

Hi Ed,

Sorry for the delay, I've been researching this issue. I haven't seen this
error before, and at this point I'm not sure why it's failing to install.
I can recommend 2 things: 1) Post on the .Net Framework newsgroup and/or 2)
Contact support to help you get the update installed.
If you do contact support let them know the update is failing to install
from both the Microsoft Download Center and Windows Update.

Select the "Contact Microsoft" link and a new web page will load. If you'd
