Unable to install Windows XP SP3, Win Installer 3.1 or 4.5

After reinstalling XP SP2 from CD to resolve logon issues, Windows updated
all updates to Jan 09. But now I need to update the Windows Installer from
3.0 to 3.1 0r the latest 4.5 I receive this error "Error Code: 0x80070005 ".
I also tried to download and install SP3 with no luck. I shut off the Norton
Virus, then tried to install, no luck. I've run out of ideas.

0x80070005 - Permissions issue. You can reset registry and file ACLs to
their Default state by following the directions here:
