Are you running the proper commands ?

The first one is

net start wuauserv

Note the spaces.
The second one is

regsvr32

Note the 'g'. It's not a 'q'.

You can copy and paste the commands from the KB article or, use these:

net start wuauserv
regsvr32 wups2.dll

After you copy them, *right* click at the Prompt and choose Paste.
That will eliminate any errors in transcribing the commands.

If you need to /wuforce the installation of the Windows Update Agent due
to a message that it's already installed, use the steps laid out at the
bottom of this article:

*Which* update is not installing ?
If the installation starts but never finishes, then this resolution
method is meaningless. The installation operation will not even start if
one needs to use the Methods laid out in KB943144.

XP SP3 will only go to where it is redoing registry keys and stops and then
backs out. this is about half way

You mean the phase where it states " Fixing registry keys " ?
Open the svcpack.log located in WINDOWS
Click Edit, Find
In the Find what: field enter
access denied
Click the Find next button

Post all entries with access denied, please.
IF there are no access denied entries, then please read this prior to
another installation attempt:
http://support.microsoft.com/kb/950717

Also, suggest you download the entire standalone SP3 package, save it,
and then close the browser when done:
http://www.microsoft.com/downloads/details.aspx?FamilyId=5B33B5A8-5E76-401F-BE08-1E1555D4F3D4

Create a temporary folder for it on the root drive [the drive where
WINDOWS is installed to, usually C:\]
Name it XP3
Move
X86-en-windowsxp-kb936929-sp3-x86-enu_c81472f7eeea2eca421e116cd4c03e2300ebfde4.exe
to the XP SP3 folder [that's assuming that the installed Version of XP
is 32-bit (x86)]

DISCONNECT the system from any network or internet connection
COMPLETELY AND TOTALLY disable the installed antivirus/security
suite/3rd party firewalls/pop up/cookie blockers/anti-malware software
that 'guards' the system
Now click Start > Run > click the Browse button
In the left frame, click My Computer
In the right frame double left click on the root drive
Open the SP3 folder
Click on
X86-en-windowsxp-kb936929-sp3-x86-enu_c81472f7eeea2eca421e116cd4c03e2300ebfde4.exe
Click the Open button
Click OK

AFTER the system reboots and SP3, hopefully, has installed, * remember*
to reenable the installed AV/security suite/3rd party firewall, etc.
PRIOR to reconnecting the system to the network or internet.

It's your choice. MS will not be reworking SP3 as it has installed on
numerous systems with absolutely no issues, so far.
Have installed it on 10 systems without any issues but, the AVs were all
disabled prior to installing it and the standalone package was used.

Good luck !
