Heyy guys!! I already solved that problem.
Just follow this link:

http://www.microsoft.com/downloads/details.aspx?FamilyID=2fcde6ce-b5fb-4488-8c50-fe22559d164e&displaylang=en

You can run it directly from site or copy it on CD (the ISO image
file).
That's it!:)

this is due to a virus attack, your system may have already delete the
virus file but the script changes the system registry string to disable
user from running extension with .msc

the key being modified is
[HKEY_CLASSES_ROOT\MSCFile\Shell\Open\Command] from a REG_EXPANDABLE_SZ
type to a REG_SZ, hence the "Access is denied" will appear.

i exported out this key, you can 'download'
(http://colormyphone.net63.net/system/RESET%20Command.zip) this .reg
file to restore this key in your registry. after download, double click
to run and click on OK to continue. after that you should be able to run
.msc application.
all the best...
