Sadly, he still uses Windows 2000 and I have yet to find a lot of
information on how to troubleshoot this problem on it, but that which
the Microsoft site supplies and some various forums have been helpful
in identifying that it is a problem with the Background Intelligent
Transfer Service refusing to start. Whenever I attempt to start it via
services.msc I have received the same error (service specific error
code -2147024894).
Apparently other TA users have experienced the same problem and
resolved it by adding
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup
to the registry. I ran regedit.exe and soon realized how little I knew
of the program and how to add new keys properly. Now, if it were my
computer I would have added the key as best I could, but since my
father would not look kindly on me crashing his computer, my decision
was to look to a higher power for help. =)
If someone would be so kind as to reply with a step by step as to how
to add the key and any strings that I would need (or supply a link to a
page with one) it'd be much obliged.
Thanks much!

Torgeir Bakken (MVP) supplied the contents of that registry key, exported
from a WIN2K machine, in this post:
http://groups.google.com/group/microsoft.public.windowsupdate/msg/0e88d68016a4e396
You can copy the relevant information from the post into Notepad, then save
it as FilesNotToBackup.reg

Then do a search for the Keys noted below and review carefully .
b) Does the pc have this key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup
and then does it have this sub-key
BITS-metadata
if yes, what is the value?
The value on my XP (and apparently on Win2000 systems) is
C:\Documents and Settings\All Users\Application Data\Microsoft\Network\Downloader\*
Post back with "how much" of the above key is present on the system in question.
