You see, unbeknowst to me, my anti virus software became corrupt. Not knowing diddly about what I was doing, and my browser becoming locked up . . . I stupidly deleted from Windows a file that I thought may have been causing the problem. It's called C:/windows/dl.html After deleting it, and that still not fixing the computer just going to various sites on it's own, I realized the problem. So, I reinstalled the anti virus . . . I had 8 viruses and 3 trojan horses. I got spybo and adaware and eventuall got everything off. Even cleaned the registry (I think). In any event, everything is fine except when I try to update this critical patch called MSXML 4.0, if won't. I just get an error and an ask to re-try.
I did what someone else suggested ie, download the exec file. "That was fine except I get the following message:
msiexec.exe file is linked to missing export msi.dll222" And an option to click . . . which I did twice and then another screen comes on and says:
MSXML4.QFE
X ERROR creating process <msiexec/imsxmlmsi/qn>
Reason: a device attached to the system is not functioning
Then I can click "OK". And thats it.
Well I suppose that device attached to the system that isn't functioning is this darn dl.html file I deleted? If so, how can I get it back?

Try reinstalling the Windows Installer as described in the MSKB
article. First, move all of the files out of the
WINDOWS\Installer folder to a temp folder in My Documents , call it
InstallBak. Now install the Windows Installer. When/if it installs,
move the files back to WINDOWS\Installer and delete the empty temp
folder.
