I am trying to find out what a error code 0x80070420 is and how to fix the
problem.

Can you tell me where you are seeing this error?
Please attach %windir%\WindowsUpdate.log (one word) from the machine that is
encountering this problem.

Notice that one of the problems in the log was resolved--wups2.dll was updated.

There are two main problem areas--stopping and starting the wuauserv
service and re-registering wuaueng.dll. You could try simulating those
commands manually to see if trying them gives you any further clues.

First it would be useful to clear up the ambiguity in the message
"Failed to stop service" by making it clear whether in fact the
service is even running.

E.g. in a cmd window enter:

sc queryex wuauserv

FWIW here is the result that I see when I enter that command

The significant bit of information you would be interested in is
the line STATE :4 RUNNING

BTW you get the related information from the services.msc
console by noting that the Automatic Updates service status
is Started.

If you see that line or see that status you need to stop the service
before attempting the re-register step.

E.g. using the cmd window

net stop wuauserv

Redo the

sc queryex

command just to be clear about whether the service was stopped.

If you have proved that the service is running but you can't stop it
I think you would have simulated the conditions which produced
the first few error messages.

Not being able to stop the service could explain the other error
messages (well, except for the ones about wups2.dll).

Another way to "stop" the service which poster hixcks used
would be not to start it, e.g. by booting in safe mode.
Doing that gave him the opportunity to re-register wuaueng.dll
successfully.

Just in case you do manage to stop the service successfully
the next command in the simulation is

regsvr32 wuaueng.dll

You can do that one from the Run... dialog or in a cmd window
but to do it in a cmd window you might have to change the current directory
to where that module is located first. (It depends on your Path
environmental variable.)

cd /d %SystemRoot%\System32

In fact while you're there it could be useful to record some version
info for your wu* modules:

dir wu*

If you get the service stopped and the wuaueng.dll module re-registers
correctly you may be able to retry after restarting the service or rebooting
(assuming you didn't disable it.)

net start wuauserv

I think that your problem is similar to WD's who found that even manually
simulating the commands that AU tries to execute was not enough
to make it work. (Usually that is enough and you will see many threads
end after that advice.)

To summarize:

WD discovered by using DependencyWalker with the

regsvr32 wuaueng.dll

command that his system was missing a module which is needed
to make the re-registration work correctly.

You may not have to go that far to repair whatever is broken
on your system but I wanted to give you the "heads up"
of the most complete diagnostic option that I know of.
