After my search on the net, I came to the simple conclusion that it is
an issue with the Windows installer, version 3.x, whatever. Of course
with windows, you can't uninstall or reinstall if the error is with the
install program itself. Some critical installs from Microsoft would not
install, so here is what fixed my issue:
I ran the CheckSUR and no issues were found, even though it would not
install the critical updates. I reseted the registry information for
the Windows installer software:
These were the steps I followed and it worked.
METHOD 1[/B].

ENTER.

THE GOOD THING ABOUT THESE STEPS WAS NO LOSS OF THE INSTALL LOGS OR
RECORDS OF PROGRAMS PREVIOUSLY INSTALLED. AFTER I INSTALLED THE LATEST
INSTALLER, UPDATES WERE NOT AN ISSUE. HOPE THIS HELPS.

Be sure to back up / set a restore point AND saving a copy of the
registry before starting. I would suggest doing it before starting
METHOD 1.
