Terminal Server Install

Has anyone encountered Remote Administration Terminal
Server not installing properly in Windows 2000. The
installation copied the necessary files but did not create
the service or the reg keys. I have tried removing the
installation, rebooting, and then reinstalling Terminal
Server and it is still not working. I have set Terminal
Server for Application mode and it still did not work. I
have installed Terminal Server Licensing to possibly
create the registry keys for Terminal Server but still no
use. I have noticed that the RDP protocol did not install
too. Is there a way to install RDP manually? Any help or
documents pertaining to this dilema would greatly be
appreciated.
