System Policies with Win2K using NT 4.0 domain

We are still some distance off from implementing Active Directory, but
decided to use Win2K terminal services on our new server farm to better ease
the transition to Windows 2000 (ie not having to completely rebuild the
farm).

I have run across two issues with this setup:

1) There does not seem to be a way to use system policies. The templates are
for Winnt 4 and Win 95/98
2) I am having problems trying to make mandatory profiles work as well, I
can rename the profile with a .man extension (it is on a shared profile
directory on another server) and point to it in user manager, but user
changes are not discarded when they log out.

I am afraid I have run across a severe limitation of win2k ts in a nt 4.0
domain environment. I have found very little documentation about these
issues, but I am sure others are running into it. I would greatly appreciate
any help.
