Short answer, assuming you mean an NT 4.0 Workstation:
If you mean the host: no.
If you mean the client: yes.

Long answer:
There is a separate version of Windows NT 4.0 Server, called NT 4.0
Server, Terminal Edition. That is a full-blown Terminal Server, but
it's not an add-on to the normal OS, and it is a server OS, not a
workstation OS. I don't think you can get it anymore.
