Now I have to set users with administrator rights in order to get in. It
says that user needs remote desktop access rights but making the users
members of remote desktop group doesnt work.

You have to modify the Default Domian Controller Policy and give
your users the right to Log On Locally to all DCs.
And since there *is* no local Remote Desktop Users Group on a DC,
you also have to check the permissions on the rdp-tcp connection
and add your users there.
