terminal server access

what rights do I have to give a windows 2003 terminal server user?

Now I have to set users with administrator rights in order to get in. It
says that user needs remote desktop access rights but making the users
members of remote desktop group doesnt work.

Making users member of the local Remote Desktop Users group on the TS
is the only thing you should have to do.
This is not a domain controller, I hope?

It is a domain controller! is a small group - 10 people - thus, we have
Domain controller, terminal server and MSSQL on one unit.

Since it is a domain controller, what rights do I have to assign and to what
group?

OK, I assume that you understand the security and performance
issues with this setup.

You have to modify the Default Domian Controller Policy and give
your users the right to Log On Locally to all DCs.
And since there *is* no local Remote Desktop Users Group on a DC,
you also have to check the permissions on the rdp-tcp connection
and add your users there.
