Problems when execute a program

I have an enterprise program.
When I execute this with an user which I installed the program, all is ok.
But when I execute the program with other user whitin terminal server group
(in active directory), do errors, how if not have permission to some files,
ocx, dll, etc,.. but this user have permission to all folders, to read,
write, etc...
What's happen?
