Encryption, RAS, and Netmon.

I was doing some testing in our Lab and found that Netmon will show all the
packets of information (and what they contain) when a encrypted dial-ip
connection is made. My question is if Netmon looks at the packets "after"
the packets have been decoded OR "before" they are encrypted in the first
place (on the other end of course) ???

We are looking to ensure that RAS does provide good encryption and so far it
does not look like the connections are "encrypted". Any help would be
appreciated.
