TCP/IP stack and control blocks

Hi,

Is there anyway to gain access to the Internet Protocol control blocks (and
tcp control block) via system calls in NT 4.0? I would like to be able to
move through the control block linked list and find tcp/ip connections and
their associated socket. Also does this have to be done at the kernel level
or can it be done at the user-level.
