Stopping RasMan

Does anyone know how to stop RasMan on Windows XP? "Net Start RasMan" gets
it started, but "Net Stop RasMan" gives "The Remote Access Connection
Manager service could not be stopped".

"sc query RasMan" says the service is running and stoppable.
"sc enumdepend RasMan" lists 2 services that depend on RasMan, both of which
are stopped (Internet Connection Firewall and Remote Access Auto Connection
Manager).
I'm guessing that some process has detected the starting of RasMan and has
grabbed a handle to it. But I have no idea how to determine if this is
true, which process may be involved, or how to tell it to release the
handle.
Anybody who can answer this one can add "Networking God" to their resume as
far as I'm concerned.
