Does anyone know of a way to adjust windows explorer so that when you open it
up it opens to folder instead of just the expanded C: drive? Any help is
greatly appreciated.

Change the shortcut command to read

D:\WINNT\EXPLORER.EXE /e,yourdesiredfoldernamehere

or

D:\WINNT\EXPLORER.EXE /n,yourdesiredfoldernamehere

Note that the comma needs to be there

If you use the /e it will open in "explore" view, with the all folders
explorer bar on the left and if you use the /o it will open in a single
pane window.

You can also use /e, /root, or /n,root, to disallow moving up to a
higher directory level.
