What is this error message and how can I fix this?

your "shell32.dll" is the wrong version of shell32.dll for the aplication
that is loading it.

Check if you have more than one "shell32.dll" in your system and then
consider the path and which one gets found first....

I had a similar problem with mfc42.dll. My technet search found no exact match but indicated similar problems fixed by copying a newer version of the problem .dll over.  Use a .dll that works from a different machine, or one from the software manufacturer, or go to Microsoft's MSDN site, and you can search a .dll name and find the MS software that loads it.
