Failed to start NobleNet Portmapper for TCP on NT

Dear Peer,

I am currently having a problem trying to start the NobleNet Portmapper for TCP
on NT. Everytime I tried starting the service, it gave me this message as logged
under the Event Viewer :

The description for Event ID ( 0 ) in Source ( NobleNet Portmapper ) could not be
found.
It contains the following insertion string(s): NobleNet Portmapper error:
The system could not find the environment
option that was entered.
NobleNet Portmapper : (winsock) Error 203.

The description for Event ID ( 0 ) in Source ( NobleNet Portmapper ) could not be
found.
It contains the following insertion string(s): NobleNet Portmapper error:
FormatMessage() failed.
Unknown error!, NobleNet Portmapper : cannot bind UDP socket.

Furthermore, a dialog box came out which said "Could not start NobleNet
Portmapper for TCP service on [computername] Error 2186 : The service is not
responding to the control function."


For your information, I had installed three components from Dell Openmanage
application on the Dell Poweredge 6350 server, namely the Perc Console, SNMP
Agent and Perc Service Monitor.

I need three services to be up and running in order for the NetIQ (a network
management software) to detect the hardware on the Dell Poweredge 6350 machine.

I would really appreciate you guys helping me out on this. Thanks alot.
