You are logged in as what user (domain admin, delegated admin if r2) when
trying to do the operation?

Does domain controller has DFS Service runnning?

Do you have any firewall or ports shutdown on the DC?

I am logged in as the Domain Administrator.
Both DCs have the DFS service running
There is no firewall or port blocking on the DCs

If I do an nslookup on the domain name it replies with one of the DCs
The NetBIOS setting is at default. We have static IP addresses so this
should default to use NetBIOS over TCP/IP.
