Unable to add additional root servers

I am running a single Active Directory namespace - the root is
currently hosted on one Windows 2003 Standard R2 server. The namespace
itself is working fine, clients can all access their files through the
namespace. However, when I try to add an additional namespace server
to the root, I get the following error:

"Computer [hostname] does not belong to the domain [domain name]"

Both servers are joined to the same domain. I know that you cannot
host multiple roots on a Windows 2003 Standard machine but shouldn't I
be able to add the root to additional namespace servers?
