Force permission prompt when creating new folder

I need to find a way to have a user prompted for the required
permissions on a new folder when it's created in an DFS folder
structure. I don't want the new folder to automatically inherit the
parent folder's permissions, but thus far haven't found a way to do
this. The parent folder may have broader permissions set than the the
child folder should have. Users need to be able to create folders in
the structure as they see fit, but I want them prompted for the
appropriate permissions on the folders when they create them. Any
suggestions (3rd party software, etc) would be appreciated.
