Hi, I had the same problem but found this post. It worked for me.

"I got this "funny" error message C00D116F when trying to play one of my
home videos.
It turned out that my problem was using "unauthorised" characters in the
folder name (same as when you label your CD/DVD). In my case I was using "&"
since it was a wedding video.
As soon as I deleted "&" from the folder name, everything went alright.
So, if you get this error code, check the name of your DVD folder on your
harddrive for these characters.

Efectivamente esta fue la solucion al codigo de error C00D116F que dice que
windows media no puede saltar a la ubicacion requerida en el DVD.

Efectivamente yo tenia una carpeta con archivos de video de un DVD
(extension .vob, entre otros) grabada en el disco duro y no la podia
reproducir con el windows media player.

Pues resultó que el nombre de esa carpeta que contenía la carpeta VIDEO_TS
que a su vez contenía los archivos de video del DVD (ej. .vob) tenía un
caracter y/o letra que impedia la reproducción en el WMP. La solución fue
sencilla: cambíe el caracter que bloqueaba la reproducción que era &
y puse and , volví a intentar reproducir y se solucionó el problema.

Que bueno que microsoft corrigiera estos problemas tan infimos que a la
larga nos complican la vida sustancialmente, y que no se presentan en otros
reproductores multimedia.
