mp3 files no longer play through wmp. Get error C00D1199

I had installed some Pinnacle software to do some audio/video capture from a
VCR. It caused sound issues and I uninstalled it. Still had issues. I
determined through device manager that there was no longer audio drivers.
Downloaded them from the PC manufacturer and I got my sound back, except
through wmp.

mp3s play fine through other players. Tried to find a way to uninstall wmp
10 and can't seem to find a way. Downloaded and installed on top of existing
wmp. No fix. Renamed l3code files. When I run wmp it says it's trying to
download the codecs then fails. Expanded the codecs off the Windows disk.
Still nothing.

I'm fairly certain that if I could uninstall wmp 10 and get it completely
out of the registery and I get a clear reinstall it would work. Any ideas?

I rolled back to 9 and it still doesn't work. I realize now that the
difference between 9 and 10 is some features and that will have no great
effect by rolling back. I've also found out that wmp is a part of the OS and
I can't get rid of it long enough to do a full install. Can't use system
restore since it's been quite some time since this issue began.

Now, should I reinstall WinXP? How can I do that if the SP2 stuff was
updated? Do I uninstall SP2 and reinstall? Can that even be done? Would it
fix the problem? I could also uninstall SP2 and then reinstall XP, then
reinstall SP2.

Would any of this work?
