Check the setting for 'Connect to the Internet (overrides other
commands) in WMP Tools -> Options -> Player tab :

http://support.microsoft.com/kb/317101

This option overrides the "Work Offline" setting, which is visible in
the File menu of Internet Explorer and WMP. If you have chosen to work
offline, the player should still be able to connect once "Connect to
the Internet is selected", even if Work Offline is checked.

The setting is per-user on the PC, WMP maintains this setting for each
user account, which would explain why it affects one logon but not
another.

If you're managed by group policy in a domain, you'd need to look at
the Administrative Templates\Windows components\Windows Media Player
group policy settings.

There are various ways to set an HTTP or RTSP proxy there, as well as
the capability to limit who and where they can connect to - try
http://technet.microsoft.com/en-us/library/bb490842.aspx and look at
the GP setting for "Allow Internet access only to selected users"

The platform GP settings reference docs might be a good place to start

No help.

I'm not sure I follow what you're doing with that registry setting -
are all your users on Dialup internet or something mad like that ?

No. But we must use gpo to put "EnableAutodial"=dword:00000000 to registy. we
had gpo with reference settings and there it was enabled. So we disabled that
setting and we get it working.
