video don't play, but i see wmp player buttons, but video dont play (error
code: C00D10B3)
When iplay same page with administrator rights on same computer, video plays
fine.
When i create a normal user accout to my computer (not domain accout) all
works, but not with domain user (domain) account.
Btw. site ask to run addon(activex component) Windows media player. and i
accepted it. But this still dont work with domain user account
Check the setting for 'Connect to the Internet (overrides other
commands) in WMP Tools -> Options -> Player tab :
http://support.microsoft.com/kb/317101
This option overrides the "Work Offline" setting, which is visible in
the File menu of Internet Explorer and WMP. If you have chosen to work
offline, the player should still be able to connect once "Connect to
the Internet is selected", even if Work Offline is checked.
The setting is per-user on the PC, WMP maintains this setting for each
user account, which would explain why it affects one logon but not
another.

There are various ways to set an HTTP or RTSP proxy there, as well as
the capability to limit who and where they can connect to - try
http://technet.microsoft.com/en-us/library/bb490842.aspx and look at
the GP setting for "Allow Internet access only to selected users"
The platform GP settings reference docs might be a good place to start
