How to convert aspect ratio from 16:9 to 4:3

Hello,
I received a short Windows Media movie from Europe that is quite distorted
when I try to play it back. I was told that the movie's aspect ratio is 16:9
while my WM player's is apparently 4:3.
Is there a way to convert the movie to 4:3 ratio. I would like to put it on
the internet. Am I correct to think that in the US and Canada the the 4:3
format is more wildly used on PCs?
